Irving comes from He'll but he is no demon; he's an imp. Demons become a plot element later, as you probably know, hinted at in this issue.
Judging by his accent, Irving hails from the Outdated Brooklyn Stereotype circle of Hell.
Note Irving's stick that he carries. This stick (or a matchstick) is a consistent prop for him and even serves as a symbol of authority near the truncated end of the series.
Irving is one of my favorite characters. Tramp really developed him from this first appearance both in personality and the detail and style developed in the later strips.
